Draft of Inland Revenue's long-term insights briefing 2025

Overview

Inland Revenue is seeking feedback on a draft of its next long-term insights briefing.

Long-term insights briefings are future-focused think pieces that government departments produce every three years. They provide information on long-term trends, risks and opportunities as well as possible policy responses. The briefings are developed by departments independently of ministers and are not current government policy.

Our draft long-term insights briefing explores the implications of rising fiscal pressures for New Zealand’s tax system and what changes could be made to our tax system to enhance fiscal resilience.  It looks at the underlying economic factors that different tax bases can tax and the pros and cons of various tax system design choices.

Our draft long-term insights briefing and a summary of the briefing, can be found below.  Our consultation on the topic of the 2025 long-term insights briefing and environmental scan can be found here: Our Tax System: Bases and regimes.

We welcome your feedback on this document. Details of how to submit, and suggested questions, can be found on page 9 of the draft long-term insights briefing.

The closing date for feedback is 1 September 2025.
